[Hair Removal] For all the men here, how do I make sure all my shaving tools are clean and how often should I replace them?

I only shave my sideburns, gotee, and individual strands of hair that grow on my cheeks. But I feel like my razor is dirty for some reason and I'm just putting bacteria and germs on my face. How can I know when my razor is dirty and can cause me acne if I keep using it? How do I keep it clean and how often do I replace it?
