[Skin concerns] First botox and top up haven’t done anything. Is it possible to be ‘immune’ to the effects of Botox?

I had my first Botox session in my 11s at the start of November, despite this I still had plenty of movement in my eyebrows and can easily crease them to form the lines. Note - I’ve never had lines when resting, so it’s not like they are already embedded into my skin.I went back for a top up a week ago and was told that my muscle was strong and needed to be injected deeper. She seemed to do more injections and for the first time I heard the crunching sound.Immediately afterwards my forehead felt smooth and fixed, exactly what I was looking for. However i know that’s just the effect of the muscles being injected, but I was hopeful my final result would be similar.Now a week later and my eyebrows and fully moving again, my lines appearing effortlessly. Movement is hardly restricted at all.The person I go to has been recommended to me by several people, and has a well established business and spa. I get a number of other treatments there (hair, nails, massages) which are all fantastic so I’d be surprised if she was screwing me over.Is it possible some people just don’t respond to Botox? And their muscles just revert back to the original movement?Do I ring up again and explain the situation, and say I’d like more? Or just go somewhere else?
