[Skin Concerns] I'm not quite sure why this is happening to my makeup - thinking it's either my skin is dry or dehydrated.. pic included

A bit of history here. So i've had oily skin all my life. about 8 years ago i was on accutane and it clear up a bad case of cystic acne. Skin was back to normal amounts of oily..then go oilier over the years until it went back to normal.Few months ago i stopped my round 2 of accutane. While on it, my skin was fabulous! I no longer had to worry about my face looking like a pizza. It was marvelous. Slowly the oil is coming back. I have grown to love moisturizing my face (i had to do that religiously while on accutane - before then i saw it as a chore). I wash my face in the morning with cetaphil, then use innisfree green tea balancing toner, dab on a bit of Mizon snail gel, and topped with Cerave moisturizer for dry skin (even though my skin isn't dry now, I still use it). My skin feels great and not "taut" like it's dehydrated.I put on my makeup and it's flawless for a few hours. Slowly throughout the day, I notice on my cheeks there are flakes forming. But when I touch my skin, there is definitely oil. So I can't really tell if it's dry or oily or it's becoming dehydrated throughout the day..http://imgur.com/a/IKfQU Sorry for potato quality... but trying to show on my cheeks, there are flakes forming
