[Sun Care] Is a moisturizer with SPF 15 enough this time of year in the Netherlands while using an AHA?

I started using Paula's Choice 2% BHA and 8% AHA, and I was wondering if a hydrating creme (Nivea Essentials hydrating day creme, SPF 15) will provide enough protection from the sun? I apply a generous amount to my face. I live in the Netherlands and currently the UV-Index is showing the UV to be between 1-2. I get minimal sun exposure (not outside from 10 am to 3 pm)Also, will I have to reapply every few hours?
