[skin concerns] Are you supposed to cleanse/moisturize your eyelids and under-eye?

I always wake up with dry/flakey eyelids & under-eye and was wondering why. I don't moisturize or cleanse that area of my face because I heard somewhere that the skin on/under the eye is very delicate. Am I doing this wrong? Should I cleanse/moisturize my eyelids and under-eye?
