[Skin Concerns] skin so dry, my hair doesn't grow in right, help?

My hair on my legs and arms dont grow in properly. If they do, most will come in as an ingrown hair or bumps.I'm not the best at having a skin care routine, so any advice or drug store products would be great. My skin is acne prone.Thank you!
