[DIY] Homemade Vitamin C serum with PH of 9! What am I doing wrong?

I recently tried to make a 10% vitamin C serum with SAP (because it was the one easiest available to me). I've read that Sodium Ascorbyl Phosphate works best at a PH of 6-7, but when I tested my finished mix, it kept coming up at 9! :OI tried adding a little bit more SAP to the mix (1 gram to the 10 grams I made), but the PH didn't budge!Then I mixed a 50/50 solution in a dish (water and SAP) just to test the PH and the PH is the same. -__- I've tested other products I have, and the PH seems in line with what they should be - so is something wrong with the vitamin c I have? Should I add something else to the mix to lower the PH?Thanks in advance! :)
