[Anti-Aging] I (26F) am wondering if my under-eye bags/wrinkles are reversible. Pictures/routine provided, would love some CC on my routine!

Hey skincareaddiction! Before I start, I want to say that I have already read about 5 other user-submitted questions on this topic and the teach-it Tuesday post here. Just so you guys know I've done my homework! I first noticed the undereye bags appearing periodically about a year ago, but within the last 6 months have seen them popping up in almost every single picture along with some FOH SERIOUS eye wrinkles. The prominent wrinkles make me kind of sad since I've worn facial sunscreen every single day since I was about 17 (or an overall adherence of about 90-95%. Everybody slips sometimes.) I haven't done as much research into the wrinkles since right now they're slightly second in priority to the eye bags, but any help for those is very welcome.I'm partially posting because I know pictures are worth a thousand words, and I want to see if my particular eye bags are fixable or a permanent fixture, like tear trough/suborbital volume deficiency. And other than sunscreen, I'm wondering if I have any other options to slow down the progression of the under-eye wrinkles. My main goals are to slow down the signs of aging and decrease my oiliness during the day. I've never really had awful acne or sensitive skin issues. I have combination to oily skin, and am naturally very pale due to my daily use of sunscreen (I use fake tanner).
