[Product Question] Cheap Vitamin C Serum, good deal or scam?

So I've been a longtime lurker for a while....I've been slowly adding in products to my routine and have so far found it to be SCA a great resource for any questions or confusion I have.I've been looking at adding in a Vitamin C serum for a while now, but have been hesitant due to how expensive a lot of the serums are. Recently, however, I got a really great coupon and jumped on it before really reading through the ingredient list. Looking at it now it seems like there's a lot of extra stuff in there, especially when comparing it to some of the recommended vitamin c serums. It's got stuff like witch hazel and a bunch of other oils and I'm a little worried about putting this on my face.
