[Skin Concerns] For the last few day my normally clear face has been covered with white heads and red itchy bumps

I usually wash at night with Cetaphil, in the morning either water only or a little plain dove soap. Moisturizer is Suave with aloe (I've literally used it for 20 years only have issues when I use something else).It started a few days ago, but happens every 3-4 months, lasts a couple weeks.I thought it was an allergic reaction and in the past oral steroids clear it up in a couple days. They won't give me any more.Little white heads all over my face and these itchy red bumps.Any advice? What do I try next? I've stopped using any makeup, I took benedryl and put cortisone cream on. But if it's a breakout and not allergies I'm lost.
