[Skin Concerns] What is this rash that I have from top to bottom on my legs? Looks like shaving/waxing rash but I have had it for YEARS (pics. included)

I originally thought it was keratosis pilaris, but I am beginning to doubt that. In my 7 years of research, I haven't found one single case of someone having KP covering the ENTIRETY of their legs. I have standard issue KP on the backs of my arms, but my legs don't look or feel the same. The 'rash' isn't rough to the touch, and it appears to go away when I elevate my legs.
