[Skin concerns] my eyelid has a dry, red spot that won't go away but isn't getting worse

I'm not sure if this is the right place, but this is definitely more of a skin issue than an allergy or something like that issue.My eyelid has a dry, red patch. My eyes themselves are fine, but the red spot kinda swell in a way if I've rubbed the area. I've been trying to clean my makeup off each night, but there's no improvement. I've always used fairly cheap makeup, but have never had an issue before. It's not very noticeable when I'm wearing eyeshadow over it. How do I fix this?Help
