[Sun Care] Is the UV Index outdated and useless?

I was telling DH to put on sunscreen and wear a hat for our picnic since the clouds (dense as they are) have little to no effect on harmful UVA rays. Then I glanced at my weather app which said "UV Index: 2 (low)". Never mind?Via Google, I learned that the UV Index was created in 1992 as a method to determine sunburn risk. SUNBURN. That's not UVA! As the risk of UVA has only (relatively) recently been deemed an area of concern, does that mean the UV Index is outdated or useless?
