[acne] Occlusives for sensitive, acne-prone, severely dehydrated skin?

Beauty Tips For Body Care
I'm trying to fix my extremely dehydrated skin and damaged moisture barrier after ten years of nuking it with differin (without using moisturizer), two rounds of Accutane and a daily salicylic acid scrub. Had never worn sunscreen till I discovered this group. Yep.So far I've managed to control daily breakouts to some extent (went on Accutane early this year but had to discontinue it because it was giving me severe depression), and am now left with pigmented, orange-peel skin with pores the size of China and under-the-surface white and red bumps that are impossible to pop. My skin literally looks like a sieve. I'm convinced my moisture barrier is badly compromised. To fix this, I've got myself a gentle cleanser, a green tea toner, aloe gel as humectant and a layer of oatmeal gel as the final step. The oatmeal gel of course is not occlusive enough to heal my skin. The trouble is, my skin is now sensitive to EVERYTHING. I can't tolerate fatty alcohols, mineral oil, vaseline, lanolin, beeswax, nothing. The minute I try applying an occlusive I get this weird itching sensation and almost always end up with congestion (clusters of white heads and black heads) in the area that I'm patch-testing.What do I do? Should I just grit my teeth and deal with the congestion till the moisture barrier is fixed? I'm hoping someone can direct me to an occlusive that I might be able to tolerate. Please help me!Current routine:AMWash with colloidal oatmealSpritz face with Innisfree Green Tea TonerApply a thick layer of Innisfree aloe gelApply a zinc oxide sunscreen from a local brand (I live in India)Spot treat with 1% nadifloxacin gel.PMOil cleanse with hemp seed oilWash with SebaMed Clear Face Foaming FacewashSpritz Innisfree Green Tea TonerThick layer of Innisfree Aloe GelDIY oatmeal gel (I steep a teaspoon of oatmeal in hot water and strain the resultant gel through a sieve, wait for it to cool down and then apply it as a lotion. It pills, but it's the only thing my skin seems to be able to take)Edit: formatting and typos.
