[Routine Help] How to safely use Vitamin C for undereye circles?

I have The Ordinary's Vitamin C serum. It's the mildest version. How do I use it? Especially on undereye circles. I do not want to hurt my eyes.Also, I'm not sure how to incorporate Vitamin C in my routine. I currently just wash my face with water at night, and then put on Nivea (it works for me!). Can I put on the Vitamin C and then put the cream on? Or what do I do?
